Estimating Mode Choice Inertia and Price Elasticities after a Price Intervention – Evidence from Three Months of almost Fare-free Public Transport in Germany

This study analyses the behavioural response of travellers on a temporal reduction of public transport prices in Germany through the so-called 9 Euro Ticket during summer 2022. The focus is on the inertia effect, e.g. the resistance to change behaviour, on people's travel mode decisions for commuter trips. We estimate mixed logit models for nearly 7,000 commuter trips, based on GPS-tracking data collected ...

Spatial Patterns of Recent Ukrainian Refugees in Germany: Administrative Dispersal and Existing Ethnic Networks

Since the beginning of the Russian invasion of Ukraine on February 24, 2022, many people have fled the war and left their home country. By the end of January 2023, more than one million Ukrainian refugees had been registered in Germany alone. In contrast to refugees from other countries of origin in Germany, Ukrainian citizens can choose their place of residence if they have either found private accommodation ...

Effectiveness and Heterogeneous Effects of Purchase Grants for Electric Vehicles

We evaluate German purchase subsidies for battery electric vehicles (BEVs) and plug-in hybrid electric vehicles (PHEVs) using data on new vehicle registrations in Germany during 2015-2022. We account for confounding time trends and interacting EU-level CO2 standards using neighboring countries as a control group. The program was cost-ineffective, as only 40% of BEV and 25% of PHEV registrations were ...

Exposure to Past Immigration Waves and Attitudes toward Newcomers

How does previous exposure to massive immigrant inflows affect concerns about current immigration and the integration of refugees? To answer this question, we investigate attitudes toward newcomers among natives and previous immigrants. In areas that in the 1990s received higher inflows of immigrants of German origin—so-called ethnic Germans—native Germans are more likely to believe that refugees are ...

Facilitating the Transport and Heating Transition: Strengthen Carbon Pricing, Introduce a Climate Dividend, and Reduce Adaptation Costs

Despite the easing of prices on the energy markets, private households continue to be burdened by elevated prices. The planned increase the planned increase in the carbon price for transport and heating will raise the burden on private households even further. These additional costs are unequally distributed and have a regressive effect, as poor households must spend much more relative to their net ...

Low Emission Zones Improve Air Quality and Health but Temporarily Decrease Life Satisfaction

Air pollution results in high economic costs arising from its negative impacts on human health, especially in urban areas. Driving restriction policies such as low emission zones (LEZs) are designed to improve air quality. Indeed, empirical analyses in this Weekly Report confirm that LEZs reduce traffic-related air pollution. However, the analyses also reveal unintended adverse effects on secondary ...

The Impact of the Tax Reduction on Fuel Prices in Germany: A Synthetic Difference-in-Differences Approach

We analyse the impact of the temporary tax reduction on diesel and gasoline prices from June to the end of August 2022 in Germany. By implementing a synthetic difference-in-differences approach with different baskets of European countries, we find a significant reduction in prices by 33.8–34.4 cents per litre for gasoline and 12.2–14.6 cents per litre for diesel. These results are robust to variations ...

On the Difficulties to Calculate Infrastructure Charges for Heavy Goods Vehicles: A Review of 15 Years’ Experience in Germany

This paper analyses the calculation principles used for determining the level and differentiation ofHGV charges in Germany. It demonstrates that calculating average cost-based charges is far fromstraightforward, even with an agreed methodology, and involves sensitive methodological choices.Based on a review of available studies, the paper argues that estimating marginal costs does notnecessarily involve ...

Only Strict Coronavirus Regulations for Vacationers Affect Passenger Air Traffic between Germany and Mallorca

Mallorca is the most popular foreign travel destination for German tourists, with almost five million flying to the Balearic island every year. However, the coronavirus pandemic brought passenger air traffic to a virtual standstill in March 2020. Flights to Mallorca resumed in June 2020, but the seat offerings were only between ten and 86 percent of the 2019 level depending on the week. This Weekly ...
